Commonwealth of PA is seeking a Bid Proposal Specialist with a solid understanding of the bid proposal process for the Department of Transportation. The role involves managing technical aspects of crafting proposals and contract documents, ensuring compliance with departmental standards, and conducting plan checks to verify design accuracy for construction projects. Responsibilities Apply engineering principles and practices to ensure that bid packages meet departmental standards and specifications while also adhering to sound engineering principles for constructability Conduct a thorough review of plans and associated data, as well as collaboration with designers and various district units Prepare special provisions, cost estimates, and assemble proposal documents for federal aid projects Conduct plan checks on designs of varying complexity to verify their accuracy for potential bidders Assist in the analysis of past contractor bids to assess their influence on future estimates, thereby enhancing the overall efficiency and effectiveness of construction projects Skills Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration) Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline PA residency requirement is currently waived for this title You must be able to perform essential job functions A conditional offer of employment will require submission of criminal history reports Benefits Health coverage Vision Dental Wellness programs Multiple retirement and investment plan options Paid vacation Paid sick leave Eight weeks of paid parental leave Military leave Paid time off for most major U.S. holidays Flexible work schedules Work-from-home opportunities Internal mobility Professional development Workplace charitable giving Employee-only discounts and rates on a variety of services and memberships Company Overview Commonwealth of Pennsylvania Government Offices company based out of 199 E COWLEY RUN RD, Emporium, Pennsylvania, United States.
