IT Application Developer - Journey (Open to Internal Only)
The State of Washington's Office of Financial Management (OFM) is seeking a highly skilled software development professional to design, build, and sustain mission-critical applications for state agencies. The role involves developing statewide systems that support financial management, budgeting, and human resources, ensuring these applications meet the evolving needs of Washington’s government. Responsibilities Design, code, test, debug, document, and deploy new and existing applications, components, and web services using industry and agency standard development tools and frameworks for systems that support financial control of all legislatively authorized expenditures and execution of the Governor's constitutional duties Design and write application and database code for complex enterprise systems that are large-scale or have multiple dependencies; applications are used for complex analysis and management of budgetary or legislative data at a statewide level Use several different tools, platforms, and technologies to build solutions. (i.e., Microsoft .NET, Transact SQL, JavaScript, Angular, MVC) Use design methodologies to write code that is reusable, scalable, and extensible Work within requirements to meet assignment goals and objectives in a timely and accurate manner. Utilize application lifecycle management (ALM) tools effectively to document and manage application source code, and link work to system requirements. Process improvement strategies and presents technical solutions to facilitate those improvements Support and maintain high-impact and mission-critical applications by making coding changes as needed Independently resolve issues reported by customers for Enterprise applications that run on multiple platforms or environments Research technologies to support development efforts and troubleshoot issues Research complex technical issues related to application development, database structure, application platform, configuration, application performance, security, and data integrity Skills Demonstrated experience designing, developing, testing, debugging, documenting, and deploying complex enterprise applications in a multi-tier or multi-platform environment Proficiency with Microsoft .NET, Transact-SQL, and modern web technologies such as JavaScript, Angular, and MVC, or equivalent frameworks Experience designing, developing, and maintaining large-scale systems with multiple dependencies, including writing reusable, scalable, and maintainable code Strong knowledge of relational database design and SQL development, including integrating and transforming data from multiple disparate systems Demonstrated ability to develop and maintain complex business or financial algorithms and translate business rules into accurate computational logic Ability to independently research, troubleshoot, and resolve complex technical issues related to application development, database structure, performance, security, and data integrity Experience using application lifecycle management (ALM) tools, source control, and change management processes to ensure traceable, recoverable, and well-documented code Knowledge of secure coding practices, application performance tuning, and operational controls appropriate for mission-critical systems Ability to work independently within established requirements and deadlines, report work status and communicate technical information effectively to technical and non-technical audiences Experience mentoring or providing technical guidance to other developers, including knowledge transfer and collaboration Ability to collaborate effectively across multiple teams to quickly identify and solve root causes of complex technical issues, particularly during high-volume or time-sensitive periods Associate's degree in computer programming, computer science, or related field Four (4) years of recent computer programming experience using object-oriented methodologies Examples may include: C#, VB.NET, ASP.NET, Visual Basic, etc Writing and accessing database code using T-SQL, stored procedures, or Entity Framework Developing web applications using web technologies such as HTML, CSS, JavaScript, ASP.NET, MVC, JQuery, and XML Benefits An environment of diversity, equity, inclusion and belonging Medical, Dental, Vision, and Life Insurance 12 paid holidays, 14 paid vacation days (minimum), and 12 days of sick leave per year State retirement programs Company Overview Washington state public employees help to create a working Washington built on education and innovation, where all Washingtonians thrive.
