WHAT YOU WILL DO: The Budget Analyst will conduct analyses of complex systems and programs, including the interaction of various OED programs and their impact on Oregonians, with an emphasis on financial aspects. In this role you will: conduct and coordinate comprehensive studies and reviews of fiscal, policy and operational issues; track and analyzes state and federal law and determines implications for the department, and review legislative proposals; analyze the budget of the Department: identify policy and financial issues; develop, interpret and monitor the budget; monitor, evaluate and revise financial operations for compliance with legal, federal and state regulations including strategies to maximize federal revenue; develop strategies with the managers to meet budget targets while meeting operational needs; and review and revise policy analysis and complete fiscal analysis in preparation for and during the legislative session including legislative concepts, bills, and other proposals. WHAT WE ARE LOOKING FOR: Required Minimum Qualifications Six (6) years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information. A bachelor’s degree in business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three (3) years of the required experience. A graduate-level degree in any of the above areas may substitute for four (4) of the six years. Demonstrated experience providing clear and professional communication while building effective relationships to anticipate and meet stakeholder needs. Ability to effectively organize tasks and resources while managing projects of varying complexity; demonstrate strong prioritization, meet deadlines, and adapt plans to ensure successful outcomes.
