Salary offered may be outside of this range as impacted by budget, UNC salary administration, and/or candidate qualifications. $7,000 Position Location (City) Greenville Position Type Non-Faculty Job Category Non-Faculty Professional Primary Function of Organizational Unit Under delegated authority from the Chancellor of East Carolina University, the Chief Innovation and Engagement Officer and Interim Chief Research Officer is accountable to the Federal government and other regulatory agencies for protection of humans who are the subject of any research by investigators within East Carolina University. The University and Medical Center Institutional Review Board (UMCIRB) is the entity which oversees all human subject research, under delegated authority from the Chief Innovation and Engagement Officer and Interim Chief Research Officer. The UMCIRB reviews human research plans from all across ECU's campus, the ECU Health system and has affiliations with other entities to conduct their reviews. Such research includes clinical or patient-related research, including clinical trials. It also includes surveys and other types of research using human subjects, such as research conducted with children by the College of Education; psychological research involving adults and children; and all other types of human research throughout the university. The UMCIRB's mission is critical to the university and local investigators because it: (1) protects the rights and interests of human subjects involved in research; (2) protects the university and researchers by ensuring its review function is in compliance with regulatory requirements; and (3) advises investigators in navigating the regulatory and compliance requirements that direct their research plans. Job Duties The primary purpose of the Vice Chair of the Biomedical Institutional Review Board (IRB) is to support the Chair in ensuring the ethical and compliant review of human subjects research. The Vice Chair may preside over IRB meetings in the Chair's absence, assist in protocol reviews, provide leadership to IRB members, and contribute to the continuous improvement of the human research protections program. The Vice Chair will be responsible for conducting formal reviews for IRB submissions of all types and at all levels of review received by the UMCIRB. This position will ensure submissions are complete and will have the authority to grant approvals to items at the expedited and exempt review level that meet the requirements as defined by federal regulations and institutional policy. The Vice Chair will also be tasked with working with UMCIRB staff to ensure investigators modify submissions to be compliant with these requirements when necessary. Through these activities, the Vice Chair helps ensure that the University's human research activities are compliant with institutional SOPs and international, federal, state, and local rules and regulations, and the ethical principles regarding the involvement of humans in research to protect their safety, rights, and welfare. The position requires significant knowledge of federal regulations on human subjects research and the ability to interpret those regulations on a wide range of research disciplines. The position will work closely with other staff, investigators with varying levels of experience, and administrative leaders to support the human research enterprise. Support UMCIRB Regulatory Oversight - 100% Act as Chair during IRB meetings in the Chair's absence or upon delegation. Serve as a voting member of the IRB and participate regularly in meetings and reviews. Review biomedical research protocols for ethical and regulatory compliance, including risk assessment, informed consent, and safeguards for vulnerable populations. Conduct expedited reviews of minimal-risk research when delegated by the Chair. Provide input on complex, high-risk, or sensitive protocols, including multisite or investigational drug/device studies. Maintain up-to-date knowledge of applicable federal regulations (e.g., 45 CFR 46, 21 CFR 50 & 56), state laws, HIPAA, and institutional policies. Assist the Chair and HRPP in interpreting and applying ethical principles and regulatory standards. Contribute to the identification and resolution of noncompliance, adverse events, and unanticipated problems. Contingent upon availability of funds. Minimum Education/Experience Advanced degree in biomedical sciences, medicine, nursing, or a related field (MD, DO, PhD, RN with relevant experience). Minimum of 3-5 years of experience in biomedical research involving human subjects. Prior IRB experience as a member or alternate. Knowledge of federal human research regulations and ethical principles and the ability to interpret those regulations on a wide range of research disciplines. Demonstrated ability to critically review scientific protocols and consent processes. Excellent written and verbal communication skills. License or Certification Required by Statute or Regulation None Preferred Experience, Skills, Training/Education Certification as an IRB Professional (CIP) or eligibility to apply for certification. Prior experience as an IRB Chair or Vice-Chair. Familiarity with electronic IRB submission systems.
