About the position The State of Connecticut, Department of Transportation (DOT), is now accepting applications for the a Transportation Planner 2 position in a recently formed Linear Referencing Systems (LRS) Unit, part of the Office of Roadway Information Systems within the Bureau of Policy & Planning. The Transportation Planner 2 will play a key role in leading the newly established LRS Unit, which is responsible for expanding, enhancing, and maintaining the Department's geospatial LRS. The unit's primary focus is to manage, analyze, and sustain various transportation-related data in a geospatial LRS format, providing reliable and accurate information to other Bureaus across the Department. This data supports informed decision-making for project and program investments. As more offices and programs rely on data linked to multimodal infrastructure assets, the LRS system's interoperability and usability are critical. Responsibilities • Assisting the unit in quality control assessment of asset datasets to ensure they meet or exceed nationally accepted standards for completeness, accuracy, precision, and uniformity. • Assisting the unit to ensure proper integration of data into the LRS of record, assistance in the development of supplemental collection plans for requested safety and asset management related assets. • Assisting in the development and data model creation of other multimodal LRS networks such as Trails, Busway, Rails, Bus Routes. • Conduct outreach to the municipalities to gather, format, and integrate appropriate local roadway datasets. • Analyze data, perform quality control procedures, and have it accurately made available to display on the LRS along with other GIS formats for enterprise consumption. • Create, develop, and extract reports and dashboards of various assets for comparison, analysis, and cross validation. • Stay current with software and hardware data technologies. Requirements • Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning. • One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area. Nice-to-haves • A Bachelor's or Master's degree in Management Information Systems, Geographic Information Systems, Geography, Data Analytics, Science or a closely related degree. • Experience in field data collection in GIS and/or Linear Referencing System (LRS) development, including management of large datasets. • Experience with Microsoft Office and other programs such as FME, PowerBi, ESRI's product suite, and Google Earth. • Experience with computer programming languages, large data sets, querying and scripting capabilities and database management using applications such as Java, SQL, Python, and others. • Experience utilizing geospatial data management tools such as Esri's ArcGIS Desktop Suite, ArcGIS Pro, QGIS, and Safe Software's Feature Manipulation Engine (FME). • Experience problem-solving with an emphasis on data architecture & modeling, data linkage, and GIS application configuration. • Experience working with a variety of datasets and databases (e.g. Oracle, ArcSDE, SQL). • Experience working with Esri's Arcade programming languages to facilitate geospatial data management and analysis. • Experience with Data Governance principles and current practices within the industry.
