As a Senior HR Consultant, you'll apply your broad HR expertise and understanding of public-sector operations to deliver innovative, equitable, and practical solutions that drive organizational excellence. This role is ideal for a seasoned HR professional with a generalist background across multiple disciplines, such as classification and compensation, talent acquisition, employee and labor relations, workforce planning, and policy development, who thrive on solving complex challenges and serving the public. What You'll Do Lead and manage complex HR consulting projects for public-sector clients. Support clients in recruitment, selection, and workforce planning initiatives. Develop and update HR and policy manuals, ensuring compliance with laws, regulations, and best practices. Analyze data and prepare reports and presentations that are defensible, clear, and actionable. Conduct job analyses, develop job descriptions, perform classification and compensation studies, and recommend pay structures. Serve as a trusted advisor, facilitating discussions with agency leadership and stakeholders. Mentor project team members and contribute to business development efforts through proposals and client engagement. Manage multiple assignments independently, employing professional judgment in most situations. Perform a variety of professional-level HR tasks, requiring extensive internal and external communication. Travel Requirements CPS HR Consulting is headquartered in Sacramento, CA. This position is primarily remote, offering flexibility while maintaining meaningful in-person connections with colleagues and clients. Occasional travel is required to support collaboration, client engagement, and project delivery. You will be expected to: Travel to client locations up to once per quarter to strengthen partnerships, conduct onsite project work, and ensure successful outcomes. Participate in in-person meetings at least twice per year to collaborate, share insights, and align with the team on strategic initiatives. Effective collaboration across CPS HR divisions with client teams. A growing reputation as a trusted HR advisor in the public sector. What You'll Bring Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field, or equivalent experience. 4+ years of professional experience across multiple Human Resources disciplines (generalist experience preferred). Expertise in talent acquisition, classification & compensation, policy or labor relations. Strong understanding of public sector HR policies, practices, and compliance frameworks. Demonstrated success managing projects independently and collaboratively. Excellent analytical, writing, and presentation skills. Proficiency in Microsoft Office Suite and familiarity with HRIS, compensation or data analysis tools.
