JOB SUMMARY Home Grown, a fiscally sponsored project of the Health Federation of Philadelphia, is a national collaborative dedicated to creating a more inclusive child care system that values and supports home-based child care (HBCC), including care provided by family, friends, and neighbors (FFN). The organization envisions a future where all children have access to quality care that fosters their growth, learning, and well-being. The Program Manager, Community Implementation leads implementation efforts with communities and partners participating in Home Grown’s Food and Care Justice portfolio and other initiatives. This work seeks to ensure that young children in care have access to nutritious food and that their care providers have resources to offer these meals. This portfolio includes various projects and funding sources focused primarily on improving policy and practice related to the Child and Adult Care Food Program and related nutrition programs. The Program Manager will oversee these programs, provide technical assistance to state partners, serve as a subject matter expert and develop this portfolio in alignment with Home Grown’s strategic plan. Ideal candidates are strong relationship builders, comfortable navigating complexity, and motivated to translate local learnings into improved supports for home-based child care providers. JOB SPECIFICATIONS Responsibilities/Duties: Site Management & Implementation Support • Serve as the primary relationship and project lead for multiple replication sites simultaneously, ensuring the quality implementation of projects with attention to site-specific contexts and timelines. • Maintain regular communication with partners, including scheduling meetings, preparing agendas and minutes, and handling follow-up and inquiries. • Navigate challenging partner communications to ensure issues are addressed with clarity and care. • Develop and manage project workplans, timelines, and resource deployment to ensure site activities stay on track; adjust plans as needed based on shifting priorities. • Monitor site progress, track milestones, and document key activities and deliverables. • Guide planning phase processes and decision-making for new sites, supporting successful transitions to implementation. • Apply co-designed tools and approaches with adaptation to fit diverse local contexts; provide support and creative problem-solving. • Adapt and creatively apply resources to meet site needs; identify gaps and recommend improvements. • Support occasional direct implementation activities where local capacity is limited. • Coordinate project activities such as meeting scheduling, agenda development, note taking, and follow-up. • Collaborate with Home Grown’s budget team to scope site contracts, monitor deliverables and budgets, and participate in check-in meetings with sites and vendors. Community Partnership & Co-Design • Build strong relationships with provider leaders and partner organizations across sites. • Facilitate co-design of processes with community partners to tailor tools, approaches, and technical assistance. • Lift up provider voices and lived experiences by working closely with Home Grown’s Providers in Residence and advisors. • Align stakeholder engagement practices at each site with the values and project goals . Learning and Resource Updates • Collect and organize key artifacts to meet grant deliverables and support program learning. • Regularly document lessons learned across replication efforts and create and update the state technical assistance manual to reflect emerging practices. • Track TA utilization and implementation trends across sites; identify emerging insights or recurring challenges. • Build and coordinate structured feedback loops with replication sites to learn from partner experiences and improve tools, pacing, and support processes. • Participate in team reflection processes and strategy alignment efforts, bringing forward trends, challenges, and opportunities observed at the site level. • Identify opportunities to respond to field needs or develop new program directions based on on-the-ground experience and evaluation data. • Help translate field insights into learning products, stories, and resources that highlight Home Grown’s impact. Consultant Coordination • Manage site- and project-level consultants by coordinating timelines, context sharing, and ensuring effective collaboration. • Provide feedback on tools and troubleshoot issues as needed with support from the Senior Director of Program Strategy. • Participate in evaluation-related meetings and support sites in using findings to inform implementation. Innovation & Organizational Contribution • When necessary, operate as a subject matter expert (SME) in implementation strategy. • Elevate community insights that help Home Grown identify opportunities for innovation, new partnerships, and field leadership. • Contribute learnings and site-based experience to strengthen other Home Grown initiatives. • Represent Home Grown publicly through conferences, convenings, and written communications to contribute to sector learning. • Strategize and execute on development activities to enhance funding for this area of work. Manage funder relationships. Qualifications Education • Bachelor’s degree in social work, education, early childhood education, or related areas (or equivalent training or experience) • Master’s Degree/Specialized Training preferred Skills/Experience • 5+ years of experience managing complex, multi-stakeholder projects in nonprofit, early childhood, or community-based settings. • Strong project management skills, including work planning, timeline tracking, and coordination across multiple initiatives. • Proven ability to build and maintain trust-based relationships with diverse community partners and provider leaders. • Experience co-designing tools or solutions with community-based organizations or end users. • Skilled facilitator and communicator, with experience conveying complex information clearly in written and verbal formats. • Ability to navigate challenging conversations with care and clarity. • Experience coordinating consultants or technical assistance providers, ensuring alignment and follow-through. • Demonstrated ability to capture and synthesize field insights to inform tools, programs, or strategy. • Commitment to equity and inclusion, with the ability to adapt approaches to fit local context. • Proficiency in Google Workspace and project coordination tools; highly organized with strong follow-through. Work Environment: Fully remote position working with a national team with opportunities for hybrid work in downtown Philadelphia. Position Type and Work Schedule: Part Time position. Flex schedule options available with supervisor approval. Travel: Ability to travel about one-two days a month to conferences, to meet with members of the community and for internal gatherings.
