GIS Specialist - Parcel Mapping & Stream Access (Pennsylvania)
JOB DESCRIPTION I’m hiring a GIS specialist for a parcel-level GIS project in Lycoming County, PA. The goal is to create an actionable outreach dataset and internal reference maps tied to stream-adjacent parcels. This work involves parcel + hydrology GIS analysis, with best-effort enrichment from public records (ownership, tax, access indicators). I will provide a list of Class A trout stream segments to be used as the starting input. The task is to work from this provided stream list to identify relevant parcels and classify them as either: (1) navigable water with no public access, or (2) non-navigable / fully private water. You do not need to independently identify candidate streams. BUDGET Fixed price: $250 for the full scope below as written. REQUIRED DELIVERABLE #1 - CSV A clean, structured CSV where each row represents a parcel in Lycoming County that intersects or directly abuts the provided stream segments. Required fields: - Parcel ID / parcel number (county-provided) - Owner name - Owner mailing address - Parcel situs/property address - Parcel acreage - Municipality / township - Stream name - Stream adjacency / intersects flag - Stream frontage (linear feet) (derived from parcel/stream intersection) - Classification flag: either (1) navigable water with no public access or (2) non-navigable / fully private water Best-effort / if available from public data: - Property tax amount (most recent year available) - Road frontage indicator (yes/no) - “Likely parking nearby” indicator (yes/no/unknown) - Notes on obvious access constraints (e.g., landlocked, no road frontage, steep access) - “Knockable” flag (best-effort): yes/no/unknown based on whether a physical address or structure appears reachable from a public road The CSV should be CRM-ready (consistent columns, no merged cells, sensible null values). REQUIRED DELIVERABLE #2 - PDF Map/s One or more simple PDF maps for internal use, showing: - Provided stream segments - Relevant parcels - Clear visual distinction between the two classification types - Basic legend, scale bar, and labeling Maps do not need to be marketing-polished. Just legible and useful. SCOPE EXPECTATIONS This is a tightly scoped project intended to produce usable, good enough outputs, not exhaustive enrichment.
