Capps Plumbing and Sewer, Inc. is seeking a Transparency Analyst to join their Data Analysis and Transparency team. The role involves planning and implementing transparency-related projects focused on state government expenditures and policies, while ensuring effective communication and analysis of findings. Responsibilities Plans, coordinates, conducts, and implements transparency-related projects. May process grant applications and compliance reports. Develops and documents plans, policies, procedures, and change orders for transparency-related projects focusing on local, regional, and state government finances. Reports actual project progress compared with planned progress to determine trends and variances. Oversees the methods of collection, analysis, and presentation or result implementation and the presentation of results for printed and Web-based reports. Reviews and organizes project timeline and resources Prepares and presents reports for publication. Reviews data, legislation, regulations, and policies to determine impact. Evaluates findings relative to specific projects. Monitors consultant contracts. Provides input to and prepares correspondence, speeches, articles, press releases, reports, etc. Delivers presentations to outside groups and individuals Estimates and reports on expected time of completion of work, maintains records of work accomplished, time expended and prepares reports. Compiles and distributes project information, status reports. Translates complex data and information into relevant and valuable content for the public and monitors trends in data tools, concepts and technologies. Analyzes transparency trends affecting Texans and explains these in understandable form in printed and Web-based agency publications Prepares and provides work status briefing to management. Works with other federal, state, and local agencies, legislators and/or constituents. Communicates with the public. Drafts fiscal notes and determines administrative costs for pending legislation, as requested by management. Monitors legislative hearings of interest as appropriate Performs other duties as assigned Skills Graduation from an accredited four-year college or university with a bachelor's degree One (1) years of experience in performing project research and planning, data analysis and/or policy development Graduation from an accredited four-year college or university with a bachelor's degree in business administration, public administration, government, education, political science, economics, statistics, finance, research methodology or social science Experience with Texas state budget and/or working in a Texas state agency Experience interacting with and assisting local governments in complying with state government mandates and initiatives related to financial reporting Experience reviewing and analyzing legislation Experience with local, state and federal laws relating to public or social policy initiatives Experience researching, analyzing and writing of reports or Web content related to state and/or local government data, financial data or debt data Experience conducting complex data analysis using software programs such as Excel, Stata, SAS or SPSS Experience managing projects, including project planning, developing project timelines and managing multiple team members Experience communicating effectively with internal and external stakeholders Experience presenting data, research methodologies and conclusions to diverse audiences Experience identifying and implementing process improvements Experience processing grant applications Benefits Insurance Retirement plans Flexible work schedule Company Overview Capps Plumbing and Sewer is a family-owned and operated plumbing business serving Chicago's north and northwest suburbs for 30 years.
